The Ping Tool is a basic tool that measures the time to get a response from the UK Google data centre.

Measuring broadband bandwidth is a poor indicator of how much a connection is being used, the data would need to be compared with what you would expect - this tool will be able to show you if the connection is at capacity regardless of bandwidth.

The tool doesn’t actually measure the ping (not possible in javascript) but rather the time in ms for the Google page to return a response. A connection which is only being used for light use (loading webpages) will not fluctuate very much and will be fairly low, conversely a connection that is being hammered will fluctuate loads.
